AVALON – Avalon Borough is introducing new regulations to address construction debris transported through town. The ordinance, introduced on March 12, requires trucks to securely cover debris, preventing it from spilling onto roads. The move comes in response to concerns about debris, particularly microplastics, polluting the environment and creating safety risks for both residents and visitors. The borough has already taken action to minimize plastic dust during construction, and this new ordinance aims to further control debris on the streets. Under the ordinance, trucks carrying construction debris must cover their loads with tarps, nets, or other secure materials. This measure will help prevent debris from falling off trucks as they travel through Avalon’s streets. Additionally, the ordinance mandates secure coverings for dumpsters at construction or demolition sites. Business Administrator Scott Wahl explained that after a thorough investigation, the borough determined the safety concerns about drivers climbing onto trucks to release coverings at landfills could be resolved. The revised ordinance includes a six-point secure contact requirement for tarps or nets. Avalon is a key location for construction, particularly due to the ongoing repairs to the 96th Street bridge in Stone Harbor, which forces debris-hauling trucks to pass through Avalon. The new ordinance includes penalties for violations, such as fines and restrictions on dumpster permits. A public hearing and potential vote on the ordinance will take place at 4 p.m. on April 9 in the Avalon municipal building.
