Ukraine Submits New Peace Proposals to US as Zelenskyy Warns Russia May Renew Mobilization

Ukrainian President Volodymyr Zelenskyy said Kyiv has submitted new proposals to the United States aimed at ending the war with Russia, warning of possible Russian mobilization after September elections.  

The initiative follows a period in which negotiations stalled during the US conflict with Iran.  

“We have conveyed our proposals to the American side,” Zelenskiy said ⁠in his nightly video address.  

“And the United States can help strengthen our defense, first and foremost with air defense, and put pressure on Russia so that its plans are different–to prepare for an end to the war rather than prolonging it.”  

The proposed framework would halt fighting along the existing front lines and establish demilitarized buffer zones with troop withdrawals. Kyiv is also seeking increased US and international pressure on Moscow, as well as additional air defense systems.  

Significant disputes remain unresolved, including the future control of contested territory in eastern industrial regions and how the Russian-occupied Zaporizhzhia Nuclear Power Plant would be operated.  

Zelenskyy renewed his call for a ceasefire while warning that Russia could instead prepare for another large-scale mobilization ahead of upcoming parliamentary and regional elections.  

“They are preparing for mobilization in the autumn, immediately after the imitation of parliamentary elections,” Zelenskiy said as part of a plan to “create the appearance that Russians supposedly support the war.”  

“Then, following the so-called election, he plans an additional rapid mobilization of several hundred thousand Russians by the end of the year, plus ⁠another similar number next year.”  

Zelenskyy said those numbers would come in addition to personnel recruited through military service contracts.  

The Putin-backed United Russia Party and other broadly pro-Kremlin parties are expected to maintain their dominance in Russia’s parliament following the vote.
